 elen Tattam’s Oxford Policy Engagement Network (OPEN) Fellowship at the 
 University of Oxford’s Centre on Skills\, Knowledge and Organisational P
 erformance (SKOPE).\n\nHelen Tattam is a Strategy Lead in the Department f
 or Education’s Skills Strategy Unit. During her time as an OPEN Fellow\,
  she has worked closely with colleagues from SKOPE on joint events\, colla
 borative projects\, and shared learning\, with a particular focus on skill
 s and tertiary education policy. \n\nDuring this event\, Helen will reflec
 t on her experiences of the policymaking process and collaborating with re
 searchers\, followed by reflections from SKOPE academics and researchers: 
 James Robson\, Gonzalo Hidalgo Bazan\, Adam Saunders\, Yushan Xie\, and Xi
 n Xu. Together\, we will discuss the messy realities of policymaking\, and
  what this means for approaching policy collaboration productively. \n\nTh

DESCRIPTION:In this seminar\, Yushan presents findings from her thesis\, w
 hich address the intersection of neoliberalism\, social inequality\, highe
 r education\, and agency as they are embodied in marginalised students’ 
 pursuit and experiences of higher education for upward mobility. Amid the 
 massification and stratification of China’s higher education system\, po
 or\, rural students often attend lowertier institutions perceived as ‘le
 sser’. In contrast to the typical research focus on elite institutions\,
  the thesis studies the experiences of 37 marginalised students studying a
 t three lower-tier higher education institutions in China and how they und
 erstand and navigate their ongoing self-formation in relation to the impli
 cations of lower-tier degrees. The thesis shows that these students experi
 enced a sense of being ordinary and drifting as they tried to balance priv
 ate aspirations\, societal expectations\, and state agendas from afar. It 
 further argues that higher education has become the focal mechanism and ve
 hicle to construct and shape an imagined life trajectory\, within which th
 e self constantly navigates time\, power relations\, and exercises agency.
  \n\nYushan Xie is a PhD candidate in the Department of Education\, Oxford
  University. Her research focuses on higher education\, institutional stra
 tification\, student experience and mobility\, and equity in higher educat

DESCRIPTION:The relationship of space and time with one’s lived experien
 ce is less explored. A reductionist portrayal of space and time in researc
 h has made its construct static and closed. We aim to explore the effectiv
 e use of mobile interviews as a data generation method to better understan
 d the contextual\, spatial and temporal embeddedness of lived experiences 
 in qualitative research. Mobile interviews\, as an innovative method\, hav
 e certain sensory and performative attributes. This article intends to sho
 w how mobile interviews can enhance the understanding of spatio-temporal d
 ynamics embedded in the everyday lives of rural students. \n 	Current rese
 arch in education lacks both thematic and methodological guidance and refl
 ection on conducting mobile interviews. The contribution of our article is
  three-fold. First\, it aims to decolonise the dominant discourse on rural
 ity by exploring how mobile interviews can facilitate participants to make
  sense of the contextuality\, spatiality and temporality of their everyday
  life and empower their voices. Second\, it aims to enhance the understand
 ing of the associations between spatio-temporal dynamics with identity for
 mation by using mobile interviews. Third\, we highlight the guidance and r
 eflections across contexts to support researchers to conduct mobile interv
 iews with rural communities more ethically and efficiently.\n 	The article
  draws from two ongoing doctoral research projects conducted in India and 
 China. One project traces the intergenerational identity construct of fore
 sted rural communities in India. Another project focuses on the identity f
 ormation of students coming from underprivileged rural backgrounds attendi
 ng universities in urban China. Both projects have common themes of rurali
 ty and the identity construct of rural students. The article will present 
 the experiences of these two researchers using mobile interviews and empha
 sise the importance of understanding the spatio-temporal dynamics when wor
 king with underprivileged rural communities in qualitative research. It wi
 ll provide methodological guidance and reflections on mobile interviews ac

DESCRIPTION:The massification of higher education in China has extended it
 s boundaries in access and taken in a greater number of underprivileged ru
 ral students (Levin & Xu\, 2005\; Mok & Wu\, 2016). Both access to and stu
 dents’ experiences in higher education play a critical role in examining
  HE equality (Marginson\, 2018b). Rural students’ experiences in higher 
 education have attracted increasing attention in recent years\, although t
 he student population has often been portrayed as ‘deficient’ or ‘in
 competent’ in the existing literature (Cheng\, 2018). Such a deficit par
 adigm largely neglects student agency and the enabling role of HE (Cheng\,
  2018\; Marginson\, 2018a). The widening urban-rural divide\, massive inte
 rnal migration\, and the massification\, increasing competition and strati
 fication of the higher education system in China have created a more chall
 enging external environment for students coming from underprivileged rural
  backgrounds to grow and thrive in higher education. This has also urged t
 he need for a better understanding of how these university students descri
 be their experiences in higher education\, which would help to disentangle
  sociological issues related to higher education equality\, societal chang
 es\, and social stratification. This paper aims to explore the narrative d
 escription of student experiences by using large-scale social media data a
 nd empowering underprivileged rural student voices. It also aims to exempl
 ify the effective use of Natural Language Processing (NLP) methods to anal
 yse large-scale textual data to help us better understand a more diverse a
 nd complete picture of the student population and empower student voices.\
